You can tell that the landlady has been up to no good by the way that she gave Billy tea that faintly tasted of burnt almonds. It is good that he did not drink it because if he would have then he would have been poisened. They reason that this shows that the landlady has been up to no good is that she tried to poison him meaning that she want to kill him or something like she kille the other 2 men. An other reason that you can telll that the landlady is up to no good is that the landlady kept on looking at Billy which means that she was intressted in him and that she might do something to him. In conclusion I thing that the landlady is up to no good.
